Did some testing on the Felwithe vendor by relogging to reset it. Ran it around 50 times on my level 80 in Nightmare, and wound up with 54 Rings and 40 Amulets, zero of which were exceptional. The numbers might be a tad off, I started to get bored halfway through and half-assed it, but I know I checked every ring/amulet and there wasn't an exceptional one.
And since I was going to be generating 1000+ items, I watched for exceptionals in other slots too. I checked by slot (i.e. head, not cloth/chain/etc heads) and did manage to mark off each one except for Spellcaster Off-Hand, and non-Bow Ranged items, Trinkets? That might've just been small sample size on them, for example I didn't see an excep 2HS until like 40 reloads, but I did see everything else.
And I saw 3 Elite items too, so that was kinda neat....even if they did suck
