Do certain skills deactivate if you are much lower in level?

I was around level 60 at lady vox in nightmare tonight, and I had not gotten one single countershot proc in about 10 minutes of trying to kill her. Is there some kind of level block on that skill?

Sounds like plain ol' dumb luck to me. It's pure chance. No extra secret stuff going on with Counter Shot.
