So Tooltips Part 2 are coming soon, but only for the physical skills. I'm starting on warrior and it's currently working on test. I'll try to finish them up so you can see how it works at least with one class. It now includes talent adjustments so they should be a lot more reliable when trying to figure out what to expect from a skill.
