I've fought at 51 on my warrior, at level 31. I turned on high, and turned off only low. Mine was in Kedge Keep, a named Mermaid.

Ah yeah just started doing kedge just now, seems like the highest level stuff i've encountered now for sure. Just fought cauldron, hated this zone. Hate all underwater zones.

Lol Permafrost, and Sol b are were I fight most. Kedge is just funny.

I fought phinny a couple days ago, think he was 53 or 54.

Phinigel is possibly the hardest in the game at the moment. Speaking of which he probably needs to be reworked. Though I'm not sure myself with recent champion editions. I guess it is possible some level 51 champions in Kedge Keep might be harder than Phinigel at the moment.

Edit: I think I should remove Phinigel for now and re-insert him later as an actual boss. He doesn't really fit right now.

As per the previous mention, I did post a vid today with me fighting in Kedge keep a 50 Champ, and he kicked my but with the healing cut in half.

Phinny, The Froglok King, Avatar of Fear(Cazic Thrule zone), Lord Naggy, Lady Vox, Najena, , The Ishva Mal(splitpaw), Cazel(Oasis of mar), and many more bosses. Also when was the zone The Hole added to the game? or did it eq lauch with The Hole? I didn't go there until after velious

I don't think it launched with the hole. I believe it was added just before kunark.
