how do you loot gear/items in the game?
-Chellsea 50 High Elf Enchanter
-Eyeris 50 Wood Elf Ranger
-AeonnFlux 50 Human Monk
-Lauretta 50 High Elf Paladin
-Xena 50 High Elf Warrior

It will be a drag and drop kind of system. It will be similar to how you can sort and drag the buttons on the interface. You'll just drag from inventory to your equipment window and your stats will adjust accordingly. Items probably won't get implemented until... maybe this summer? There's no telling for sure.

also will higher chain encounters give you a better chance of an item?

That wasn't planned, but it might be considered. That's a cool idea. Currently it's only for an exp bonus, but that is meaningless right now in test phase.

my friend robyn wants to know why the starting cities are also not in game or if they ever will be.

Yes, cities will be added later. It will mainly be a shop to buy and sell. Also it's the only place you will be able to use the bank. MMmm, I think that's about it.
