What's the best caster staff?

So, this crazy thing dropped for me today! It got me thinking, what is the best (non-Legendary) caster staff in the game? Could this be it?

I'm not telling, but I will say that almost every item type goes up to level req 68.

Crazy there is no INT and very poor dmg / delay compared to the Ornate Prism Staff. Especially when that is supposed to be the best non-Legendary staff in game. (Assuming we are ranking these based on level requirement)
I also find that the proc on these are nearly useless. Caster melee is so poor and slow, that mobs are usually dead before you take 2 -3 swings on a mob, let alone ever get it to proc. Maybe some refined tuning will come down the road.
