I am not getting a reduction on cooldown timers. For instance, windmill kick says it is a 25 second C/D and I have 69% skill haste but after I use the skill the timer says 25. Does the stat make each second tick down faster? Thanks.

Cooldown reduction would be a pretty cool stat to add on future stuff.
Make rogues more stabby.

Cooldown haste... yeah that would be cool. I'd have to increase everyone's cooldowns to compensate for how OP it would be, though.

I thought about cooldown reduction. It would be impossible to balance. It would be ridiculously good for some classes and useless for others (full time viper strike for monks, bards unaffected).

How about as a set bonus for some classes? Agreed it would definitely make some classes OP if it was possible to stack to high levels - I was thinking 20-25% reduction as a max, not 70+% like haste.

This could work. As bonus for the full set you'd get some % global CD reduction, only obtainable in this way.

Cooldown reduction is that slippery slope that leads to spammy annoying gameplay in MMOs. I don't want to be playing 100 mph whack-a-mole, thanks!

Yeah, it could turn into high-speed wack-a-mole. I think it would be better left to some talents/sets reducing skill cooldowns. There has to be some degree of constancy in the game. I have also restrained myself from allowing players to increase talents with items.
