New haste algorithms are in effect. New haste caps are actually 80%, but it will require close to +300 haste to get that high due to diminishing returns. Break points are +30, +80, +130. Break points indicate when you will gain less per +haste from your gear.
So that means: +30 haste = 30% haste +80 haste = 55% haste +130 haste = 65% haste +200 haste = 72% haste +250 haste = 77% haste +280 haste = 80% haste

The 20 point bonus for the wizard vizier's shielding talent doesn't appear to be contributing to this at all.

Is it even possible to reach 280 haste? Seems like you'd need around ~18% haste on every single item slot to get there.

With contribution from talents, I bet some classes can. I am going to try to reach it with my shaman. Edit: We should put together a list of BIS haste items.

You might be able to reach 280. I honestly have no idea 8) but you're probably better off investing in other stats due to diminishing returns. I tried it on test environment and the global cooldown is STUPID fast (like .3 seconds)

Which is why shaman 80% haste gets me excited. It'd be so fast that your windfury would be stacking on windfury like a resounding echo. Please create a test character with 80% haste and the hammer of the dragonborn and post a video, I gotta see this. edit: unless of course the cycle can't actually restart until the last windfury strike is done. I feel like weapon procs only occur on the first hit. I had a great idea of using the staff of the four to become some sort of invinci-ogre with how many strikes I was doing, but that thing procs less than I could have imagined.

That's actually really good question! Can a flurry attack proc another flurry...or only the first hit? I feel like with Staff of Sentoth I've gotten some pretty long flurries going. Maybe I should stack more Dex.

I'm actually using the staff on my enchanter with life leech because that's the only way I've found to get health back so far haha. But it might be cool to try on shaman too since they have str/dex buff, and haste as well.

About the best you can get on shm. I could get a few more haste at the cost of a lot of too much stuff but dont think it would drop more than 1/10th of a second if that. Pretty fun for a bit. I mean autoattack, dot every thing then AE. DoTing is pretty exhausting with just enough pay off to do it. Pet is pretty beefy but only really worth buffing for the +1 atk you get from talenting the line on the right. Chains pretty well, has a HoT with a nice dmg boost (long recast) and a okish heal that you can use every 6 seconds or so. Can be an ogre.
Definitely not as fun to play as my monk but he does ok. Less fun than my warrior too, maybe, but infinitely more fun than my wizard.
