Would this enhanced armor property just boost the items armor and the new value is already shown, or does this increase my base armor(total armor before buffs) by the %?

Confirmed. Any time you see that on armor or a weapon, that value has already been applied. It's just letting you know so that it's easier to tell with a magic/rare item. This property never displays for set/unique.
