Fixed a bunch of magician stuff:
- Firestorm improved and more reliable overall.
- Fixed a bug with Burnout. You could click it during a cooldown lockout.
- Improved Mana Shield. Reduced its damage reduction to 75% while active and it affects your health and mana, but it also causes a mana regeneration effect for all regained mana.
- Altered State is totally different now. It's a skill I've long been unhappy with. I think it has a cool effect now though. Now it causes all damage to heal you for six seconds. Still a 90 second cooldown.

Also:
- Fixed Gnome's Short Circuit racial. Works as intended now. Wasn't regenerating mana properly before.
