The enchanter's shiftless deeds talent says it adds xx% cold damage, but from what stat is it multiplying? It does very little damage over time even with 10 points in it, so I want to know how to increase it.

It's based off the skill's magic school: Alteration. So the more your alteration increases, the more damage it will do.

I also noticed this talented tooltip is screwed up. Will be fixed next update. It doesn't even indicate the damage.
