For some reason my skills are locked on my skill bar and I can't move them around.

Never heard of this one. Refresh fixes it?

I have this problem sorta as well (using Chrome browser), what works is to pick up a skill and use zoom (hold cntrl + mouse wheel) once or twice and you will be able to place it. Just look for the background of the slot to light up.

It's not the most perfect tool I used to make that. The aim is a little lower than expected.
