Vizier's shielding - no longer casts at all?

Character Zam, male high elf wizard, attempting to cast Vizier's Shielding - the horizontal progress bar for the casting shows up and never fills. Something I should be doing differently?
It worked just fine through yesterday some time!

Thanks for the heads up. My new minifier broke something. I believe it is fixed as of 0-8-29. Thanks!
