Human Racial not increasing hp / mana regen

According to my stats and the amount I am getting per tick, it doesn't actually increase my regens.

I'm pretty sure it works. It's just so shitty you can barely tell. It only affects the natural hp regen tick cycle. Expect several racial skills to get reworked when I have time.
