I am not entirely sure but I think this started after the new patch. This is on my bard, attack haste is 0 the majority of the time and randomly spikes up to the real value. That's all I got right now, I'll keep an eye out for a slow or something that might be causing it.

It's the Dance of Blades proc on Harmonic Short Sword. Proc appears to have a duration... maybe if it procs again without duration expiring? |

So the proc is giving your Bard AIDS? |
