Not receiving experience.

Started to grind again after the character loss, only, I'm not getting any experience any longer. Are experience gains limited by enemy level now? I could happily grind lower level areas before to play catch up to problem areas and farm some gear and the like, however now I'm just getting 0 experience as evidenced by the combat log.
The combat chain says I should be getting +xx bonus exp still, but that's not coming into effect.

Logging in and out seems to have remedied the situation.
