Currently, I am wearing:
Soothsayers Ethereal Cloak +1 Skills
Raven Whorl Ring +1 Skills
Empyrean Hunter's Bow of Perfection +2 Skills
On the talent page, I show 1 point in a few skills (like Feet Like Cat) and the description says Current Skill Level: 2.
Seems like only a +1 is working.

Also, started Nightmare. Salubrin Forest mobs (level 50-51) are dropping beginner loot. Shields with +10 Armor, 3/33 dirks, etc. Shoudn't loot tables be based on mob level, not zone?

Gotcha, thanks for the clarification.
Also, the Nightmare merchants are selling beginner loot as well. Not correlating to character level.
