Bug: Secondary Weapon Not Procing

I'm currently dual wielding two items with effects on them. I've been carefully watching but I haven't seen my secondary weapon which has banish undead proc once since it was equipped into the secondary slot. Is this intentional?

I'm seeing things proc now from my secondary. Although not as much as I thought it would. Did you change something, or was I just having really bad luck before?
