There definitely appears to be a bug where some mobs just randomly stop attacking, especially casters, and that really messes up the DPS of this build.

So when it says the talent say it increases magnical damage by 100% and Im not getting that, is it some kind of weird calculation or is it still bugged?

Oh, I was talking about the bonus to Invoke Fear. Howling Terror's tooltip is referencing the added damage from the new DoT. I'll modify that a bit to make that a tad more clear.
