Healing nerfed or bugged?

I've noticed today that using my heal spells on any class (mage/monk mend/ranger heal) seems to be unreliable. Sometimes they work like they used to but other times they barely heal for anything. For example my ranger is about 50/50 on whether he heals himself for 600HP for 20HP. Not sure if it's a bug or not but it makes chain-pulling impossible even for a character in pretty maxed out gear.

lol I was calling a random number instead of rounding the value off. I just hotfixed this.

I hope this is the giant difference I noticed after the nerf to life leech.
